The Core Technology Fee — Apple’s per-install charge — dies on 1 October 2026. Every app in EU storefronts moves to one set of terms. For a Small Business Program indie, staying on Apple IAP at 15% is still the default. This page is a plain-English map of the new rates, not tax advice. Official terms: https://developer.apple.com/support/apps-in-the-eu/ ## What changes on 1 October 2026 Apple is moving every developer who distributes in the EU onto one set of business terms. You can sign the updated Apple Developer Program License Agreement now; the commercial terms take effect on 1 October 2026. The Core Technology Fee — the per-install charge for developers who hit extraordinary scale — is replaced by a 5% Core Technology Commission on digital sales outside the App Store. The old Initial Acquisition Fee and Store Services Fee stack goes away. Nothing here changes App Review guidelines, listing copy, or US storefront rates. It is a fee map for EU storefronts and digital goods or services. ## Rate table (EU storefronts, digital goods and services) These rates are from Apple’s official EU apps page. They apply to digital goods and services on EU storefronts. App Store commission is calculated on the price paid by the customer. Apple In-App Purchase: 26%. 15% if you are in the App Store Small Business Program, Mini Apps Partner Program, or Video Partner Program, or for auto-renewing subscriptions after year 1. Alternative payment processing inside the app: 20%. 10% for the same reduced set (those programs, and auto-renewing subscriptions after year 1). Link-out with an actionable link: 15%. 10% for the same reduced set. Only sales made within 7 days of the tap are subject to this commission. Alternative app marketplace or Web Distribution: 5% Core Technology Commission on paid apps and digital goods or services for use on an Apple platform. That is not a free Stripe checkout. CTC is the alt-distribution fee, not a replacement for App Store IAP. ## What this means if you ship one indie app If you are in the Small Business Program, Apple IAP at 15% is still the default until one EU-heavy app is worth the experiment. Dual-path is allowed — Apple IAP alongside alternative payments or a link-out — but you pick those payment options and keep them for 12 months. Kids category and under-18 users get parental gates if you use alternative payments. Kids apps cannot offer a website checkout. Under-13 users cannot get out-of-app purchase offers. Ages 13–17 (or the higher parental-consent age in some EU storefronts) need a parental gate for both in-app alternative payments and out-of-app offers. Leave Apple IAP and you collect and remit the tax. You also send Apple a monthly report of alternative-payment transactions, due within 15 days after the calendar month ends. ## What this page is not This is not a “switch to Stripe” pitch. Alternative payments and link-out are options with their own rates, a 12-month lock, tax work, and monthly reporting — not a default for a single indie app. This is not a listing-copy change. Screenshots, description, and privacy text still have to match the binary you submit. This is not the US 30/15 schedule. Those rates still apply outside these EU terms.
