How to read an App Store rejection
Apple's rejections in Resolution Center cite a specific Guideline number and a short, often templated explanation. The hard part is translating that into the real-world change they want. Most rejections are either metadata rejections (fixable without a new build — description, screenshots, privacy answers) or binary rejections (you need to upload a new build).
